Is this asbestos?

I've lifted the floorboards and at random spots around the pipes you can find this. Could it contain asbestos? Thanks people!

probably not - it'll be hair felt pipe lagging, round the pipes to stop pipe noise against the wood

as @Madrab says it is old hairfelt pipe lagging , not asbestos but will make you cough and itch
