is this bitumen, and how can i level it?

Hi people,

I'm going to replace the parquet floor in my dining room. I have taken a few tiles up and it looks like this....

From that picture, is anyone able to tell me if that is bitumen, and also tell me if i can apply self levelling compound on top to flatten the floor.

Yes no problem as long as the bitumen is well adhered, clean dry and dust free.
