is this chimney lead tray ok?

So we had our chimney rebuilt down to roof level and back up again. local brick layer did most of the work. there were many other projects happening at the time and I didn't notice till now that the lead tray doesn't seem to have any mortar....

looks very deliberate, I realise the weight of the bricks is going to hold it down regardless. im just wondering why no mortar was used?

and is this ok?

My question would be: Why is it even there? I can't see what purpose its actually serving.

I went over the top and after we rebuilt our chimney i gave it 5 coats of Thompson water seal.
So when it rains water can't even get into the bricks.
