Is this damp?

Hi, I'm Ben and am new to the forum. I just wanted to ask a query in regards to the photos below.


On the inside of the wall. This was painted about 6 months ago. It doesn't feel damp and there doesn't seem to be any fungal growth. But the paint seems to be flaking off.

On the outside there seems to be a bike anchor attached. Is it just moisture and air affecting the inside of the wall??

It is damp, whether its penetrating from outside or rising damp is hard to tell. Needs a thorough scraping and sanding first and let it breathe.
