Is this damp?

Looking at a flat with a mate, are these marks damp? Anything to worry about?

The estate agent was evasive about freeholder's name too

First pic, possibly. Might want to post more pics of the larger area of the wall / room plus, pics of the other side of the wall.

Don't have access anymore to flat. It's a bedroom with one window (one in picture) mid sized room.

There are no other marks like that anywhere in room just ones in picture. Don't think another picture gives any more info.

The external wall is wet all way through- surveyor's report. It needs a year to dry out. Freeholder's responsibility. I said find out cause with his bricky mate then need to monitor that!
 
The damp inside which also has sodden floor boards is the otherside of the wall to this downpipe and drain, gotta be cause?

Where is that pipe through the wall coming from? Looks like a hot water cylinder relief vent which means its probably got a fault.

That's coming from bathroom. The shower isn't electric but heated from an immersion- crazy.



The main damp problem though is further along wall in corner. Where's the damp and mould seeping through wall coming from- the leaking downpipe or drain? The downpipe has water running down outside below hopper-
