Not repairable but hide-able.
Go to a local double glazing company and ask to buy a bit of 20mm pvc trim, Cut it to fit across the full length of the bottom and stick it on with silicone. You could then make up the seal with some stick on draft excluder.
You could show the pick to the double glazing company and ask them to do it if you wanted.
