Is this toilet fixable?

A builder installed this toilet and he’s long gone so I’m hoping someone can help advise with how I can fix it… the hole of the toilet wall unit has been badly cut. There are huge gaps all around. It was bought from Victorian plumbing and a new unit will cost £199 which I’d rather not spend if I don’t need to. Could anyone suggest how I might be able to fix this? Thank you all in advance.

I have zero DIY skills, but think I’ll first need someone to drill two holes into the panel for the pipes and then the somehow drain the toilet, disconnect the pipes, replace panel and then reconnect pipes and toilet back in?! If so, this sounds a costly fix of a botched up job!
