Is this white colouration some kind of Rot?

Hi,

I have springy floor boards in my entry hallway (pre 1900s Mid terrace house, solid brick walls and suspended floorboards, etc). I lifted up a floor board an one of the joists is discolored (pic 1). Is this a problem? It does not feel damp or too musty down there.

Elsewhere, I found that the cement between the brick foundation is turning to dust (pic 2).

In both cases, are these major issues, or just general wear for an old house. How should I go about addressing these if they need urgent attention.

Doesn't look like it. I'd expect to see dry rot more where the boards meet thecjoists (I.e. where water could be retained). If the joists and boards are dry, with good ventilation, you are unlikely to see much dry rot. As to bring springy, if the hallway was bare boards with maybe a coat of lacquer or varnish it is more than possible that they could have been worn thinner over time. On the other hand it could just be another case of a Victoisn builder skimping on materials (so "Jerry building" is nothing new, really)
