Isolation switch

A couple of years ago, I had a new consumer unit fitted. Prior to this there was an old style fuse box, but no separate isolation switch. I think the electrician pulled the main fuse whilst he carried out the work and replaced the seal afterwards.

I'm planning to get an electrician in to install a new circuit. Would I need to have a isolator fitted before an electrician carries out this work, or is it normal for an electrician to unseal and pull the fuse? Am I correct in assuming that an isolation switch can only be fitted by the supply company?

To install a new circuit an electrician should not need to pull the main fuse, the consumer unit should have its own integral mainswitch
