Issue fitting Worcester fitting loop

I have a Worcester Bosch Junior 24i boiler and am adding a fitting loop. An issue I am having is the that I am unable to turn the blanking plugs. Is there anything that could be causing this?

Are you supposed to turn those? What filling loop are you adding?
 
This is the one i have and these are the instructions telling me to remove them

All I can think of is some deposit on the thread. Some white crud is visible in the pic.

I assume the system is drained?
How has it been filled up to now?
If it's a new job (but doesn't look like it with the white stuff) I'd have thought the installer would have taken care of it.
 
It depends how long the plugs have been in...if years then forget it...they have seized in there. Been there, tried and failed.
