Issue with Drayton 3 Port Actuator

Hi i am having a problem with our 3 port Drayton actuator in that even when the HW and CH are both switched off you can hear that the motor is running. I have turned off the elec to see if the motor was stuck but seems ok the level on the actuator moves freely and as soon i turn it back on even with HW and CH off the motor starts up again. Any ideas or suggestions would be great.
