Issue with plastering or decorating?

We had walls plastered at the end of last year and have just had them painted. There are now lots of streaks and grooves and I'm trying to establish whether the problem is with the plastering or the painting. Also, should new plaster be sanded before painting? Can anyone please advise. Thanks.

I am a decorator, not a plasterer.

It looks primarily to be bad plastering. Additionally, there are parts that look like the first coat of emulsion wasn't thinned sufficiently and pulled off as the next coat was applied. I can't be 100% certain about the latter though.

I guess that the decorator would only have sanded if they had quoted to do so. That said, I can see a slight run where one of the snots is.

I routinely sand new plaster. It helps to reduce any plastering imperfections and helps increase absorption if the plaster has been over polished.
