Painting over streaky egg shell on bathroom

Hi,

I painted the bathroom with egg shell on the wall and it soon started to show streaks which I think was due to damp in the walls. i tried cleaning the streaks without success.

I then tried lightly sanding the wall and recoating with the same dulux trade eggshell paint. The streaks have shown through again and this time small bubbles have formed.

Can anybody offer advice in what I should do as I am tempted to scrape the paint off the walls which were plastered about 5 years ago.

Why are walls damp? That's the first thing to sort out
 
Get paint off then a coat of coverstain.
If it's not staining through, you could use peel stop. Fill the imperfections and then paint.

Won't sand off..

Depends If it comes off easy being it's over damp walls.
