I've have noticed a company that operates in the same field that I do. It is advertising a training course that is both recommended and certificated by the "Solar Standards Association" a newly registered business which is also owned by the training provider. In my opinion it's unethical and possibly illegal, but is it?.

If they provide training that is both useful and safe, then issue a certificate that the person attending said course has assimilated the information and has completed said course satisfactorily, what is wrong with that?
They could employ a impartial assessor, to verify the course content.

If they "claimed" to recommend themselves it wouldn't work would it, so to my mind they are deceiving potential trainees. I doubt it's legal, but it may well be
