There is no legal requirement for refugees to register for asylum in their first country of arrival.It isn't and that's the reality.
If they did and subsequently traveled onwards, there is only a system within the EU to facilitate such discovery.
A system which we may not have access to after Brexit, and the gentleman's agreement, currently in force, within the EU, is forfeited.
