My detatched garage has one long wall as part of my neighbours boundary - they are growing some sort of plant up the wall - think it's Ivy.

Some of it has come through into the garage - through the soffit area it seems. Can I do something to kill it off from within the "privacy" of my own garage?

I take it you don't get on with the neighbours then?:D
Dangling some of the shoots into a jar of appropriate killer would eventually do it, but I think it may be obvious what you are doing.

Systemic weedkiller...goes thru the whole plant system to the root

You can cut back the bits on your land but you have to hand them to your neighbour as they are his property, however if the plant is damaging your property I believe he is liable for damages and I think you can make him remove the plant from your wall as he is using it as a support without your permission.
But I would check with citizens advise to be certain if I were you.

they will only be liable if you make them aware of the problem, tell them if they dont remove it you will pay to have it removed and send them the bill.
