Juliet doors poorly installed. Leaking at side.

My juliet doors have started to leak at the sides quite badly into the room below.
The cill installed was too short to fill the width of the outside gap. The gap I assume was required for the steel ballustrade to be bolted on the front.
This was a poor job and I noted joiners put the doors in, when getting loft converted. Why they left a massive hole I will never know. The hole was covered with facia board and silicone which has given way.
What is best to do here, a complete rip out and new cill in, or piece a couple of cill cuts in and flash over it with something like easy lead?
I also noted they screwed down through the base frame. Does that mean best for new cill?

Appreciate any advice on this.
