keeping noise down

hi all
im building a block garage which is mostly going to be used to keep my dogs in im looking at ways of cutting the noise down inside if they bark a bit i dont want to hear them.I was going to use a single skin of block i thought the walls would be to thin so have been looking at a cavity wall of block, i read online you can put rockwool in the cavity and this should help cut the noise down.
im planning on roughcasting the outside but just leaving it a block finish inside i dont want to use plasterboard etc inside to help cut the noise down as i will be using a hose daily inside to wash the dogs runs out.
im badly needing some advice on this as im not sure what to do.
