Keeping the money and the tax - NCP

A lot still give change. But it wouldn’t kill them to add the extra minutes pro rata to your ticket. Their argument is that they perform no service for the extra fee and therefore it attracts no value added tax. This was following a ruling on a similar council run system which agreed. The difference being that the council fees are defined in statute.

Unfair terms in consumer contracts is a good angle.

It wouldn’t be practical to make not giving change unlawful as there is always a chance the machine could run out.
