Why not ban the supermarkets from supplying any?

Why is it only shops with more than 250 staff?

I haven't looked but apparently there are quite a few exceptions and let-outs.

Yep. Raw meat. Also if you're buying an axe!!!!! There are other weird ones I think
 
Aha. Here is the very first line:

"You must charge at least 5p for single-use carrier bags in England from 5 October 2015 if you’re a large retailer."

Does that mean we get the 5p back if we use them the next time we shop?
 
It always stuck me as odd when wrapping a holdall or rucksack or similar in a plastic bag at the checkout
