Kitch Floor Riles - Replacing

Hi everyone. Hope someone can offer some advice.

I have removed all the floor tiles from my kitchen, as they were all cracked.

Some have come away clean, some with the adhensive still on them, and some have taken lumps of the original floor away too.

The original floor that the tiles were bonded directy onto is chipboard, and as above some lumps have been taken out.

The majority of the floor has the old adhesive on it, ribbed pattern.

My question is: should I remove all the old adhesive (grey), replace the chipboard, or lay plywood on top of the floor as it is with the old stuff on there?

Replace the chipboard, minimum 19mm thick or it will bow on the joists.
