I am getting a new kitchen, don\\\'t know whether to lift existing ceramic tiles on floor or not. Some are slightly damaged. I\\\'m going to put down cushion flooring or something similar, don\\\'t know whether to put new on top of old or spend a few days lifting tiles first.

If you lay the cushion floor over the tiles you'll get lines appearing where the grout lines are. It would be easier to fill the grout areas fully (with grout) to give a smooth, flat surface. Don't worry about marking the tile surface - leave it nice and smooth. Then lay your cushion flooring.
