Can anyone tell me what level of illumination I should set out to achieve on kitchen workshop lit by down-lighters

500lux is the recommendation for a commercial kitchen:

I should have asked that the level of illumination be described in terms of lumens

No - you should have asked for it to be described in lux, as holmslaw has replied.
What size downlighters are you thinking of using? If they're the usual 2" diameter ones then please think again - they do a terrible job of lighting up rooms. Something like this would work much better:
