According to the OSG the centre of a socket outlet should be a minimum of 150mm above the work surface. To prevent damage to the plug top or flex when pushing in or out.

As STI states the Electricians Guide to the Building Regulations,
offers guidance.
So to prevent damage to the plug top and flex on insertion and withdrawal they are best placed at least 150mm above the work top, measuring from the centre of the socket outlet to the surface of the work top.
This is a guidance to follow and not a requirement. But common sense must prevail when installing accessories.
 
If you are tiling the section of wall above the worktop, the sockets should be positioned so that the horizontal centre line of the socket (i.e. where the fixing screws are) is in line with the top edge of a tile.
This means that a horizontal grout line in the tiles will be aligned with the centre of the socket and therefore look much neater. Makes tiling easier as well.
