kitchen zones?

there are no zones in the kitchen as defined in the bathroom, but there is a sink in the kitchen which requires a little more thought electrically
not a specific distance in the regs, but the regs say all equipment must be suitable for the environment in which they are installed. The NIC recommend 300mm from edge of sink, but I would recommend 600mm.
The IEE say the reason is to prevent the electrical accessories from being splashed.
the reason i ask pd is because my mate has just moved into a flat and he is a bit concerned that there is a socket under his sink! situated in a base unit.
this is spurred from a blanked of socket that is well within the 600mm you reccomend.
my question is whether the socket should be removed (being less than 600mm from sink)
also he has asked about the possibility of having some under unit lights underneath the wall cabinet he has either side of the sink.
could these be spurrd off the the blanked off socket to a 3amp fcu?

What is a "blanked off socket"?
It does not need to be moved from a regulation standpoint, BUT if a little common sense tells you it is getting dripping wet and poses a hazard, then this overrides the minimum requirement of the regs, which is after all just that, a 'minimum' requirement. (Or if its the odd splash, a weatherproof socket in that position might be a sensible compromise)
Is the blanking plate mastic-ed into the wall so as to be splashproof ?- if so its probably OK, if it gets water into the electrical bits, then it should be moved or made watertight too.

the blanked off socket is not sealed to the wall. so i will remove the spurred socket from under the sink(doesn't seem right to have one there!) and instead i plan to take a spur off the blank and to a 3amp fcu to feed somme under unit lights.
just a query. if i am going to do the above then what size cable should go from the spur to the fcu? is it 2.5 or 1.0 ?

If it's been removed, how have the cables been joined inside the box?
