Landing Light Problem

I recently had some had some electrical work carried out at home to put earthing in some areas (the house is old and will need a full rewire soon). Everything appeared to be working fine, except I've now noticed a problem with the landing light, which has two switches, up and down.

If the downstairs switch is off, the upstairs switch turns the light on and off. If the downstairs switch is on, the upstairs switch doesn't do anything. I know that the simple answer is to phone the company that did the work and get them to come back, but that means taking time off work etc to wait around... It seems like it has been connected up incorrectly (or at least not as it was), as the downstairs switch has not been touched.

Upstairs has a white/yellow wire into COM, blue into L1 and red into L2. Is it safe to switch these around?

What wires has the downstairs light switch have & where are they connected?

It's a very old socket downstairs that isn't labelled up COM/L1/L2 etc. However, assuming that it is COM at the top on it's own, L1 as bottom left and L2 as bottom right as with current switches it is:

COM - Red
L1 - White/Yellow
L2 - Blue

This is what I thought was strange, as from my limited understanding I thought the COM would have the same colour wire in both switches?
 
So all you've got at each end is the 3-core & earth cable?

No twin & earth as well?
