laying / bedding in paving flags

I am installing a patio

I have compacted down the hardcore, and i'm now about to start laying the paving slabs (600mm x 600mm) on sharp sand. I'm just using pure sharp sand as a base rather than a mortar bed

Do i need to compact the sharp sand down before laying the flags, or do i just put a load down and level the slab using a rubber mallet?

so effectively just lay it down loosely and hit slab with mallet?
 
What about laying them on a dry-ish mix of sharp sand and cement, compact slightly with mallet.

All our street paving slabs are loose or broken, undermined by the work of ants.
