laying blocks on bitumen

hi i have old concrete garage roof covered in bitumen which leaks i am building single pitch roof with roof sheets. want to build one layer block work round edge, can i build on top of the bitumen, as tried to scrape off etc but nightmare. any advice?

not sure why you want to use blocks - I understand the flat conc. roof and bitumen and the corrugated? roof sheets. Why not make a timber frame incorporating the fall and clad over the timber sides.
