Laying flooing in your Cellar

Can you tell me exaclty how to lay flooring in the cellar and make it damp proof. Including deeps and types of ways I can do this. Currently the floor is bricks fixed in with dirt and sand I think. They can easily be removed. It's a Victorian period house if that makes any difference.
 
Have the walls of the cellar been tanked?
If not then you'll get moisture coming thru the walls (I take it its below ground level).
 
The bricks on the cellar floor were layed on what looks like a bit of hard core and sand. And underneath that there is a concrete floor but can see no evidence of a dpm. Our plan is to lay a couple of inches of sand over the the hard core and then cover with a dpm. And then cover with a few inches of concrete. There are some engineering bricks just above floor level. I assume that must be the dpc which we intend to take the dmp to.
