Laying Paving Slabs Over Existing Slabs

Hi
I am planning on over laying some new paving slabs on existing slabs. I was wondering if this ok? If so, can I simply drop cement onto the existing slabs on which to lay the new ones or will I still have to spread a layer of sand first?

we wont do it for a customer, as we cant gaurentee what condition the paving or sub-base is in. However if they are secure and you are willing to risk it, then sweep them off and bed them using a wet mortar mix.
