Lead Flashing for flat roof ?

Hi

I am getting flat roof redone. One builder says he will apply lead flashing while the other builder says I don't need to.

As the cost of Lead flashing is very high. I know lead flashing will be added protection but is it worth the money?

Also do you think 2000 + 500 (for lead flashing) = 2500 costly for a 17'x9' flat roof completely redone (torch on felt and new osb boards) without replacing joist ?

For that kind of money i would want insulation as well as lead flashing.
