leak in neighbours outhouse

Hi all,

Between myself and my neighbours garden there is a brick party wall.
My neighbours have built a room/outhouse against this wall.
They say in heavy rain they are getting a leak on the floor.
They want to put some sealant along the bottom of the wall on my side.
While I will agree to this, I just wanted to know whose responsability this was. I would have thought bare brick should have been treated to prevent leaks/damp etc on their side.
I don't trust their builder, I suspect he didn't do the job properly and doesn't want the disruption of removing some cupboard/sink fittings against that wall, easier for them to treat from my side.
Any opinions gratefully received.

it seems the out house is a bodge job and should not be there, its up to you if you want them to make a mess of your side of the wall.
