leak under PVC cladding

Hi,
The pvc cladding above my living room window is letting water into the room. I recently removed the plastic strips from the inside of the replacement windows (used by the installers to cover ragged plaster edges when installing the windows) to replace some flaking wall paper. When the wind direction is onto the cladding, the rain pours into the house from above the window.
The bottom strip of the cladding appears to rest in a channel in a PVC moulding, and the water flows from the cladding into the channel, and then, somehow into the house.
My question is, how should the water be shed by the cladding so that it does not enter the house ? If I filled the channel with mastic, would this be an effective way of solving the problem?
Any advice would be appreciated.
