Leaking balcony floor

Hi all,

My friend has just bought a house and was showing me something that made me a bit concerned. At the front of his house there is a balcony off the living room which is one storey above the garden. The balcony is constructed by a single skin brick wall at the front which has steel I beams which tie back into the house wall. The flooring appears to be precast concrete beams which is tiled on top. Now the steel beams are all corroded and dripping with water. To me it looks like water is seeping through the tiles (either the entire tiles or through the grout areas) and then through the concrete, most likely through where the beams join (each beam is at most 150-200mm wide) and then running down the beams.

Any suggestions on what he should do, he was going to rub down the beams and repaint but it doesn't solve the issue.
