Hi,
I have a leaking lever mixing tap similar to this in my kitchen. Will I need a washer or a ceramic disc cartridge for this sort of tap?

Is it possible ascertain which one I need without switching off the water?
 
Only if you know what make and model.
"Looks like" does not mean is.
