Leaking outdoor garden tap - fix

I have an outdoor garden tap that's leaking, the leak is from the nut shown. The water slowly runs out of the nut and down the pipe where the bend is (picture attached with nut highlighted).

To fix this, is it just a case of turning off the water, gently undoing the nut, cleaning, adding ptfe and tightening back up?

Tightening it a bit is certainly worth trying but if that doesn't work you will have to dismantle the joint. To do that you'll need to remove the 3 screws holding the tap to the wall (which given their rusty appearance may be a bit of a struggle. Why don't people use brass or stainless steel screws in these situations?).
The joint looks as though it may be sealed with a fibre washer, in which case you need to fit a new one and there's no need for PTFE tape. If the joint turns out to be threaded one (instead of just a threaded cap) then PTFE tape around the threads should fix it
 
There won't be a fibre washer,it will just be an olive.
As stated above just hold the tap tight and give the nut a tweak.
If it does not work then undo nut and wrap some tape.

Try the 1/4 turn, to tighten the nut first, to see if that works.

Failing that - If the sealing method, is a fibre washer, fit a replacement washer. If it's an olive, then try a few turns of PTFE tape, around the olive, then reassemble. Never, ever, put PTFE on such threads - it serves absolutely no purpose.

You can use PTFE on taper threads.
