Leaking toilet / meter flow indicator query

Hi all.
I have just had a major water pipe leak fixed. Noticed because of increased water bills and checking meter. Had to get leak detection company out. That is sorted, but the water meter flow indicator is still going round, albeit very very very slowly, so there is still another issue somewhere. The only thing is a toilet, where I have done the toilet paper test at the back of the bowl, and it is therefore leaking from the cistern, a very very small amount. Can’t see ripples etc. My query is, the cistern is not filling up from what I can see, so will this have any tiny impact on the flow meter. When I watch the flow indicator, it looks like not moving, then judders forward a bit. Stops, the judders again. Many thanks for any help. I am paranoid about any leaks now.
 
If water is leaking from cistern to bowl very slowly, eventually the water level will drop in the cistern and the float valve will open to top up water level,it's at that point that the water meter will register the flow of water.
