Levelling floors after subsidence

We have just bought our house and it suffered from subsidense in the past (confirmed by structural architect as old and no longer moving) as a result the floor in the dining room is not level and we want to level it and put in a hardwood floor.

There is some bulging which likely to lift the current floor height if we just re-level with concrete but i am worried about digging into the "bulge" and re-leveling form there in case this weakens the foundations or causes fresh movements

Neither a DIY expert not typist so please bear with me !!!

any advise and thoughts greatly appreciated - the house we bought is a project so I will be back with plenty of questions
