Levelling the Garden

My Garden has a fairly pronounced down hill slope, that I'm just ignoring at the moment, it would need something like 20 cubic metres to fill, but it also looks like several colonies of mice used it re-enact The Somme.
I was kind of hoping all the various mounds would be trodden down and the holes would be filled in, which I helped out by filling them with grass, but three years on, no such luck.

Am I stuck with a rotavator and rake, or is there an "easy" method?
