lift question

where the motor is for a lift, there is another part next to it. looks like it is some sort of brake to hold it at the floor. it has 2 blue cables and earth. on the plate it said 240V, 1/2 HP, and had a number next to BHP. it looked like it was braking

question: does this brake release when 240V is connected, and brake when there is no power?
 
It would seem sensible that it would. I have no direct knowledge of lifts though, other that when I subbied for an alarm company, and had to interface the fire alarm to the control panels.
