Lined walls - Remove paper and skim. Or just paint?

Our entire house has had lining wallpaper applied and then painted over. I am guessing it is because the walls underneath were uneven. Even the ceilings are papered.

Now some of the wallpaper is starting to peel in places.

We want to redecorate most of the rooms. Is it worth removing all the paper and having the walls skimmed. Or better just to paste it down where it is lifting and paint over it? Generally it seems in quite good condition.

What would you do?
 
That really depends on what you prefer. If you like simple paint on plaster, skim it; if you don't care, paste it back down.

I'm sure there are some fine-looking rooms lined with paper out there; I've never seen one, but I'm sure they exist.
