Lining paper help

I lined my living room at the weekend and on the whole it looks ok with a couple of exceptions. Above the picture rail on two walls there is an r shaped curve where the wall joins the ceiling. As the paper has dried it has pulled tight and come out of the curve.

Is there anything I can do to repair this or does the paper need to come back down? If it needs to come down how do I fix it properly to stop it happening again?
