We have just moved into a new house and our bedroom is a VERY dark purple/pink colour.

The previous owners had put lining wallpaper on and painted over it.

They had also put a boarder about 8" wide all around the centre of the room. We peeled off the boarder and now there is an 8" gap between the lining paper. I hope you are still with me!!

I was wondering if I could just paper over the existing lining paper??

It's in very good condition. The only reason I want to paper over the existing lining paper is to conceal the 8" gap the boarder left behind.

If need be I'll take the lot off but I really I was hoping to paper over the existing stuff.

If there is a gap between the top and bottom halves where the border was then papering over it will highlight it even more.
Best solution is to get right back to bare plaster then re-paper and paint.
If the painted paper won't come off try using one of those gadgets that abrades the surface to let moisture through then strip as normal with a steamer or damp sponge. Allowing the moisture to really sink in and weaken the paste. If using a steamer don't hold it in the one place for too long as it may 'blow' the plaster top coat.
