Lino Removal

Couple of questions:

When I moved in there was like a coir-rubber mat carpet in the entrance hall. I tore it up and I find I have this glossy lino on top of some brown, vinyl-like lino square tiles. Someone said the brown stuff might be oil paper? It has a scratchy vinyl feel to it.

Can I tile over the top of this stuff, or do I need to rip up the lino? And if so what's the best way of getting old lino up?

Best remove all floor covering, just cut into strips with a Stanley and pull up .
