Location of extractor fan

Are there any regs that determine where you can locate an extractor fan in a bathroom. I plan to locate it above the wash basin. Also do I have to get a qualified sparky to wire it up? On that matter I will be moving the position of the existing light switch, does this also need someone who is certified. I am reasonably competant with household electrics and am capable of doing this myself.
