Location of hot water cylinder

Does anyone know - can a hot water cylinder be placed on the ground floor of a property, provided there is a pump attached to it?

A cylinder can be placed on the ground floor if the supply to is it suitable for the property and if the cylinder is suitable for the supply!

Best to re-word that or tell us more.

The height of the cold storage tank is what determines the water pressure unless you were thinking Unvented
