Lockshield drainoff how does this work?

Seen this in screwfix, im guessing it can be used to drain the system?

I cant see a tap, so how does it work?

There's a valve inside the little tee piece. You open it with an air vent key. These are good for draining individual rads but a pain for a whole system. It's awkward to get a hose on and the flow is not very good. I prefer the type with integral full size drain off.
