Lockshield valves

I'm trying to remove a radiator to decorate the wall behind. The lockshield valve, however looks strange. Under the cover is a hollow domed nut, with a screw inside it. When I loosen the nut, water flows from its seating. If I turn the screw (only possible when the nut is loosened), I cannot cut off the water. No matter what I do, I can' t seem to isolate the radiator. Can anyone help?

you turn the valve at the other end too, and the lock shield end you turn the shaft, nit the nut (you may need to loosen the nut SLIGHTLY)

Thanks breezer - the thermostatic valve needle on the other end of the radiator had stuck open. A gentle tap with a hammer and a bit of WD40 loosened it and all was then OK. Thanks for the pointer.
