Loft Extension Sockets

Can I place sockets on a skirting board in a loft extension, sockets elsewhere in house are installed on the skirting board. I've read regs of the 450 height dont apply to me.

I've foolishly not laid enough cable to get the sockets any higher up the wall, ideally I'd like them just above the skirting board I assume there is no hard in cutting the ring cable between sockets and using junction boxes to lengthen the cable - what a faff !
 
You could replace the existing cable or use joints to have the socket outlets higher, but any joints must be accessible or a method considered maintenance free be used.
If this is an extension of an existing dwelling, then Part M, will not apply.
But saying that BS7617 would recommend that the sockets be at least 150m (centre line) from finished floor level.
