Loft insulation over downlighters

Hi guys,
Looking to insulate my loft but there are a few downlight spotlights on my landing and in the bathroom. Obviously these lights give off quite alot of heat so I was concerned about laying loft insulation directly over the top of them.

1) Is it safe to lay the insulation over them?

2) If not, are there any kind of heat reflectors that I can install to keep the heat away from the insulation?

You can get fire hoods for this purpose, basically little cones which are made from heat retardent material. The true DIY way if to use terracotta flower pots, with the little hole in the base that acts as a chimney for the heat. Lay your insulation around but not over this hole.
